What video editing software encodes WMV the fastest?

I've just tried it with Vegas Movie Studio and initially got similar results to Premiere Pro. I managed to speed things up by forcing the rendering to use CBR, but I don't think there's a real solution - you're starting with a lossy format and converting it - that's always going to take a long time!
