I'm looking for an old cartoon short.?

I remember watching this cartoon on a tape that my mother had bought and laughing hysterically. It involved a grown man (for some reason) being charged with some crime and being put into a machine that changed him into a baby. I beleive it was elves or some other creature that charged him.
