I think my 3 year old has a mental condition.?

My Son De'devin is 3. I think he may have a mental condition. He has a hard time speaking and communicating. In most of his sentences, the noun is not supported by the verb. He inappropriately uses adjectives summary narration. Hes tense is rarely consistent to the rest of the sentence ETC... Should i take him to the doctor for a diagnoses
