Whats causing the epidemic of "upspeaking" or "uptalking"?

There is an ever increasing number of people who "upspeak"? That is when someone raises the pitch of their voice at the end of sentences that are NOT questions? They intone a question like pitch at the end of statements? And even do in the middle of statement sentences? This habit used to be confined to teeny boppers? who seek reurance after every few words? Now it is becoming so pervasive? as to be almost be considered "normal"? I find it intensely annoying? and will not listen to someone who does it? But WHY is this happening all of a sudden? Do those who do it,? know they do it? How can we stop them?
